Maps

* Since an earlier issue with map distribution has been fixed, map weighting has been re-enabled for random matches.
* For clarity and ease of use, map weighting is now expressed by a map rarity that matches rune rarities in the game. Common is the most frequent with Limited being the least frequent. A Common map is 5 times more likely to be picked than a Limited one, with the distribution across all 5 rarities.
